Looking online, I saw others on the GE website were having the same problem with freezing of the water line that goes to the water dispenser. One person on the GE website suggested to put a sheet of insulation on the inside of the freezer so that the freezer would not freeze the water line.
I put the foam sheet on and 24 hours later the water was working again. I didn't bother to try to defrost or clear the ice in the line. I used closed cell polyethylene foam board almost an inch thick. It only took me 5 minutes because I had some extra foam board laying around. Its easy to cut with a kitchen knife and duct tape onto the flat rectangular area just right behind the dispenser. Its all you need to do. I also used high temperature duct tape in hopes that it would stick better. It has been several weeks now and everything has been working fine. Perhaps this fix will work with lesser insulation like a padded mailer envelope.
It appears that people are doing all kinds of different things, like replacing the door for about $600. Some people insert a plastic weed trimmer line into the water dispensing tube to clear the ice. One person tried changing the filter but that didn't do anything.
